Richard studied at the Hartt School of music and studied with alto saxophonist and jazz pioneer Jackie Mclean. Richard continued his education earning a masters degree from Rutgers University in 1997 and has since continued his search for knowledge studying with such jazz icons as trumpeters Freddie Hubbard, Donald Byrd, Bobby Shew, and William Fielder pianists Jacki Byard, Walter Bishop Jr, Richie Beirach, and saxophonist George Coleman, and Dave Liebman. Boulger has been equally committed to his development as a composer studying with contemporary composers Roger Kiraly and Ludmila Ulehla.Richard has been a featured soloist with, amongst others, The Duke Ellington orchestra, Illinois Jacquet's Big Band and Jacki Byard's Apollo Stompers. He has also performed with the Allman Brothers Band.Richard latest  recording "BLUES TWILIGHT"  features the late great John Hicks on piano.
